PRECONSTRUCTION PHASE SERVICES – Project Initiation to Construction Start:
- Determine end-user needs & create preliminary project scopes
- Develop conceptual project estimates & schedules
- Solicit, evaluate & negotiate design team proposals
- Identify & plan for long lead purchasing requirements
- Manage design development effort & ensure team accountability
- Assess project related risks and develop risk reduction measures
- Evaluate loading requirements on existing resources & personnel
- Prepare funding requests (cashflow, capital vs. expense, total project estimates, etc.)
- Determine city & agency requirements then facilitate permits & approvals
- Review plans & specifications for accuracy, completeness & constructability
- Get potential bidders interested in the project & prequalified
- Create comprehensive bidlist of contractors, subcontractors & other vendors
- Recommend project delivery method (design-build, design-bid-build, owner builder)
- Draft construction contracts & recommend formats (lump sum, GMP, T&M)
- Provide value engineering & cost savings ideas
- Develop turnover package & commissioning scopes for inclusion in bid packages
- Prepare and distribute bid packages & RFPs
- Evaluate bids & provide award recommendations
- Negotiate with contractors to ensure best value
- Recommend contingency strategy & manage contingency usage
- Ensure project tracks within budget & schedule limitations
